Early Life and Education

V. K. Pandian, born Kartikeyan Pandian on May 29, 1974, in Kottampatti, Madurai district, Tamil Nadu, is a distinguished former Indian Administrative Service (IAS) officer and politician. His early education took place in Vellalapatti and Neyveli, where he developed a strong foundation in academics. Pandian pursued a bachelor’s degree in agriculture from the Agricultural College Research Institute in Madurai and later completed his master’s degree at the Indian Agricultural Research Institute, Pusa, New Delhi.

Civil Service Career

In 1999, Pandian entered the Indian Revenue Service, but his aspirations soon led him to the IAS, where he was selected in 2000 for the Punjab Cadre through the Civil Services Examination. Due to personal circumstances, he subsequently transferred to the Odisha Cadre.

His bureaucratic career began shortly after his appointment, during the challenging post-cyclone period in Odisha. In 2002, he was appointed as Sub Collector of Dharamgarh in Kalahandi district, where he made significant strides in implementing the Minimum Support Price (MSP) for farmers.

By 2004, as the Additional District Magistrate in Rourkela, Pandian revitalized the Rourkela Development Agency, which had been bankrupt for over two decades. His leadership turned the agency’s finances around, achieving a surplus of ₹15 crores within five months and facilitating the return of long-awaited funds to the citizens.

Pandian’s tenure as the District Collector of Mayurbhanj from 2005 to 2007 marked him as one of India’s youngest district collectors at the time. His introduction of the Single Window System for disbursement of disability certificates significantly increased the number issued annually, garnering national recognition and the Helen Keller Award for his exceptional work in the sector.

In 2007, while serving as Collector of Ganjam, he initiated transformative programs that garnered four national awards, focusing on direct bank payments for MGNREGS workers, land rights for slum dwellers, and rehabilitation measures for individuals with disabilities. His efforts laid the groundwork for the state-wide Jaga Mission project.

From 2011 until 2023, Pandian served as the Private Secretary to Chief Minister Naveen Patnaik. In 2019, he was appointed Secretary of 5T (Transformational Initiatives), where he spearheaded numerous projects, including the Smart Schools initiative across Odisha and the Shree Jagannath Heritage Corridor Project in Puri. His contributions to sports, particularly hockey, earned him the President’s Award from the International Hockey Federation.

Political Career

In October 2023, V. K. Pandian took voluntary retirement from his bureaucratic role and transitioned into politics, assuming the position of Chairman of 5T with the rank of Cabinet Minister. He formally joined the Biju Janata Dal (BJD) on November 27, 2023, in a ceremony attended by Chief Minister Naveen Patnaik.

However, his political journey was short-lived. Following setbacks faced by the BJD in the 2024 Odisha Legislative Assembly elections, Pandian announced his exit from politics on June 9, 2024.

Personal Life

V. K. Pandian is married to Sujata Rout Karthikeyan, also an IAS officer from the 2000 batch, who has made significant contributions to women’s empowerment through her leadership of the Mission Shakti project in Odisha.

Throughout his career, Pandian has received numerous accolades, including:
